J.-Y. HUET and L. Page-Jones are on the list of consultants agreed by the International Maritime Organization (IMO) in the field of oil spill contingency planning. As such, during recent years, Jean-Yves HUET has acted as a mission leader to run National Seminars in various countries of Africa (Benin, Congo, Guinea, Djibouti, Gabon, Ivory Coast, Mauritania, Senegal, Angola, Namibia, Mozambique). These workshops are part of the Global Initiative set up by the International Maritime Organization (IMO) and the International Petroleum Industry Environment Conservation Association (IPIECA), to ensure that countries ratify relevant international conventions and implement National Oil Spill Contingency Plans, in line with the world standards agreed by the IMO and the Oil Industry at global level.
Programs of these workshops usually encompass the following:
- Providing information to National Authorities about causes and effects of oil spill incidents, response strategies and techniques, international conventions relevant to oil spill response:
- OPRC 90: 1990 International Convention on Oil Pollution Preparedness, Response and Cooperation
- CLC 92: 1992 International Convention on Civil Liability for Oil Pollution Damage
- FUND 92: 1992 International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage
- Promoting the ratification of the International Conventions by the countries
- Promoting cooperation at International level (OPRC 90 convention) and between governments and the Industry,
- Providing guidelines to National Authorities, for implementing a National Oil Spill Contingency Plan
- Assisting the authorities in identifying a proper national organization for preparedness and response to oil spill incidents
- Reviewing draft plans
- Running table-top national exercises
- Providing assistance in setting-up national policy (dispersant, waste management, etc.)
- Designing a project implementation plan to obtain funding for the operational implementation of the National Plan, from potentials donors

International Tanker Owners Pollution Federation – ITOPF Back to top
Jean-Yves HUET, through his five years of work with the International Tanker Owners Pollution Federation (ITOPF) has extensive experience in the domain of claims: admissibility, presentation of claims documents, assessment of claims by the technical experts of the Insurers (P&I Clubs) and the International Oil Pollution Compensation Fund (IOPC Fund).
OTRA has provided advice for the following accidents :
TREASURE: The TREASURE sank on the June 23d 2000 in Table Bay about 30km from Cape Town - South Africa. 1300 tons of fuel oil leaked from the ship and drifted to African Penguin colony.
IKAN TANDA: The 10 000-ton vessel suffered engine failure and drifted aground, on the Cape Peninsula - South Africa, on September 5th 2001.

OTRA has designed, organised and run a joint Oil Spill Response Exercise between Cyprus, Egypt and Israel. This three-day exercise involved actual activation of command structures of the three countries, as well as moving of oil spill response equipment to Port Said (Egypt) and joint deployment of resources.
OTRA has also participated in the realization of oil spill contingency plans for ports. The last one was for the port of Nador, Morocco. The port of Nador is now equipped with an up-to-date contingency plan taking into account national response policy concerning oil spill response, integrated with the national plan of Morocco and compliant with internationals conventions and standards.

World Bank / Indian Ocean Commission - Regional oil spill contingency planning project in the Indian Ocean IslandsBack to top
OTRA has been involved in numerous activities of the Regional Oil Spill Contingency Planning Project for the western islands of the Indian Ocean.
This project, concerning Madagascar, the Union of Comoros, Mauritius and Seychelles, was funded by GEF, managed by the World Bank and locally co-ordinated by the Indian Ocean Commission.
After answering a call for tender, OTRA was awarded a US$ 330.000 contract for the finalization of the project. The contract includes the coordination of numerous activities as outlined below. For this project, OTRA sourced and coordinated external expertise relevant to the project. External experts included organizations such as ITOPF, the IOPC Fund, CEDRE, Le Floch Dépollution, the French manager of the stockpile of equipment in Reunion, as well as individual experts for Contingency Planning, Media Handling, etc.
Activities coordinated and run by OTRA include:
- Animation of awareness seminars in the different countries
- Reviewing local, provincial, national and regional oil spill contingency plans
- Assisting in the definition of individual countries’ national response policy
- Training of the oil spill response equipment operators
- Training of members of the national organization
- Receipt of oil spill response equipment provided to the countries
- Running table-top “crisis management” exercises
- Running full blown exercises (table-top and equipment deployment)
- Developing GIS sensitivity maps using ArcView

OTRA has reviewed the Oil Spill Response and Search & Rescue arrangements in the states of the Indian Ocean Commission (Comoros, Madagascar, Mauritius, Seychelles, Reunion). This study was done for the European Community (EEC), and proposed recommendations for the improvement of the preparedness of the Member-states of the Indian Ocean Commission. The outlines of a project for funding by the European Union were proposed, leading to a Regional Cooperation of the member-states in the issue.

OTRA has designed organised and run a National Alarm exercise in Egypt. This project was part of the works done to implement a new National Oil Spill Contingency Plan in Egypt. It involved a month in Egypt, in Cairo, on the Mediterranean coast (Alexandria), and in the Gulf of Suez (Suez, Ras Gharib, etc.), for the review of the Contingency Planning arrangements and preparation of the exercises. Two series of exercises were then run, and the overall capability of the new Egyptian organization was tested. Recommendations for improvement were then issued.
